Is GIF to PNG lossless?

Yes. The PNG contains exactly the same pixels as the GIF.

What happens to an animated GIF?

Only the first frame is converted. The PNG is a still image.

Why is the PNG larger or smaller than the GIF?

Both are lossless but compress differently. Simple graphics are often smaller as PNG; for an even smaller file use the PNG Compressor.
